Primary Goals:
1 - The most significant event here is to obtain Water Magic. The Aquarian Boots are necessary to walk on the Water 'Bridges' created by turning a wheel in a specially sealed room. There are 6 possible paths created, each one takes you to a different combination of Islands.
2 - Water Magic is on the Southwest Island. That should be your first goal for 1 primary reason, being that the price for accessing the water-wheel room goes up each time you want to go in there, but once you have water magic it is free.
3 - I have color coded the paths to match the color that will appear at the top of the wheel. Above the wheel on the wall is another map to corroborate the active path.

As you come up into the Lake Noel area, you will see a man sitting on the shore and another path back down into the ground. Take this underground path and Save. The woman there is the Archmage Zul Arifin. You must pay her to access the Water wheel room. Talk to her and then use an Earth Herb right next to her. She will then open the door to the Water wheel room. Go in and move right up to the Water wheel. Press the wheel to make it rotate until the color BLUE is at the top and you can see a water bridge leading all the way to the far Southwest Island. Now, make sure you have the Aquarian Boots on, and go back outside. You can now see a white-blue light bridge through the water. Follow it all the way down (and past several creatures) to the Circle of Blue light that is where Water Magic awaits. Once you have it, Zul disappears and you can now access the Water wheel without paying any more prices.
You will have to use the wheel several times to get everything. When done, rotate the wheel to the PURPLE position so that you can now move on and out of the Lake Noel region.
There is one Log Stalker (the biggest one on my map in the North) whom you do NOT want to kill at first. Talk to him a few times and he will wind up giving you a Gold Ring. Now you are left with a choice. To kill him now will net you a Crystal Flask. Come back much later and he will give you an Evil Ring and you lose the opportunity at the Flask. Your choice.
Now move on towards the crossroads of Verdite, the Thieves Passage.
